Kona’s Story
Kona, a one-year-old dog, was violently attacked by a larger dog whose owner lost control. She suffered devastating injuries, required multiple surgeries, and is still recovering.
No pet owner should ever have to watch their dog suffer like this. No family should have to live through this trauma.
The Problem
Under current Connecticut law, pets are often treated as property. Financial responsibility alone is not enough when negligent handling leads to serious attacks.
We need stronger accountability, prevention, and protections before another pet — or child — is harmed.
What Kona’s Law Would Do
- Establish criminal penalties for negligent and reckless dog handling
- Require intervention after serious dog attacks
- Strengthen leash and control laws statewide
- Create a system to track dangerous dogs
- Recognize the emotional trauma suffered by victims and families
